CONSEQUENCES
The actual consequences and decisions that have been taken:
-Bouteflika first wanted to run for a 5th term that he planned to interrupt before its official end. He promised to set up, as soon as he is elected, a national dialogue conference to resolve the political problems and organized the legislative election at the end of the event.
-Then, he renounces to run again for presidency, but he also reported the elections, which is not legal and goes against the constitution according to Fatiha Benabbou Kirane , a law professor at the University of Algiers.
Bouteflika want to stay president until the end of the national dialogue conference (which hasn't been set up yet). Then, the elections will take place.
-Recently, the army chief, Lt Gen Ahmed Gaid Salah, who was supporting Bouteflika and threatening the people at the beginning of the protests, now, want the president to be declared unfit to lead in accordance with the article 102 of the constitution which "allows the constitutional council to declare the presidency vacant if the incumbent is too ill to exercise his functions, then ask parliament to declare him unfit. The leader of the upper house would then take over in a caretaker capacity for 45 days."
This solution opens the doors to the power to the military, which could be problematic if they don't respect the constitution and stay longer than supposed. In that case, the population won't be fighting against a party but the army.
